[1]               David Melding: Good afternoon, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. We have apologies from Julie James for reasons that we well understand, and so I welcome Vaughan Gething as the substitute this afternoon. I will go through the usual housekeeping announcements. We are not expecting a routine fire drill, so if we hear the fire alarm, please follow the instructions of the staff. Please switch off all mobile equipment completely as it can interfere with the broadcasting equipment. These proceedings will be conducted in Welsh and English. When Welsh is spoken, a translation is available on channel 1, and channel 0 is to hear our proceedings amplified.

 

[2]               You will notice that we have the new clerking team in place. I know that you will want me to put on record our thanks to Steve George and Olga Lewis, who worked diligently on our behalf. I should also record that Olga worked for this committee for 12 years, and so I think that she deserves hearty congratulations on her long and dedicated service.

[3]               David Melding: The instruments are listed. We have two negative resolution instruments. The first is the Mobile Homes (Written Statement) (Wales) Regulations 2012. Gwyn, did you want to point something out on this, given the sensitivity of these matters, which appear in another form at the moment before the Assembly?

 

[4]               Mr Griffiths: Ie, dim ond gair bach. Gan fod y rheoliadau hyn yn delio â mater sy’n dod o fewn y Bil cartrefi symudol sydd o flaen y Cynulliad ar hyn o bryd, mae’r datganiad hwn yn rhan o’r weithdrefn. Fel y gwelwch, mae Llywodraeth Cymru wedi diweddaru’r datganiad ysgrifenedig hwn. Mae’n rhywbeth sy’n codi yn rhan o’r broses a ddisgrifir yn y Bil, ac felly bydd gweld y rheoliadau hyn yn help ichi weld sut y byddai’r Bil yn gweithio pe bai’n mynd drwyddo, oherwydd bydd yn parhau i fod yn rhan o’r drefn.

 

Mr Griffiths: Yes, just a brief word. As these regulations deal with a matter that comes within the mobile homes Bill that is before the Assembly at present, this statement is part of the procedure. As you can see, the Welsh Government has updated this written statement. It is something that arises as part of the process described in the Bill, and therefore having sight of these regulations will assist with you in seeing how the Bill would work if passed, because this will continue to be a part of that procedure.

[5]               David Melding: Are we happy with that? I see that we are. The next item is the Materials and Articles in Contact with Food (Wales) Regulations 2012. Are we content? I see that we are. That is also under the negative procedure. There are no affirmative resolutions. However, we have a rare example of another procedure, which is the Scallop Dredging Operations (Tracking Devices) (Wales) Order 2012, which is just required to be laid. I see that there are no other issues that Members want to raise.

[7]               David Melding: With regard to the Play Sufficiency Assessment (Wales) Regulations 2012, we have received a letter from the Deputy Minister for Children and Social Services in response to the letter that I sent on 24 October. I do not know whether Members have any issues with that. I will write to the Chair of the Children and Young People Committee in order that the committee is aware of the Deputy Minister’s response to the merits report in respect of the play sufficiency assessment regs and the definition of ‘play’, in essence, I think. Are we content? I see that we are. That concludes the items that we need to deal with in public session.

the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order No. 17.42(vi).

 

[9]               Are there any objections? I see that no Member objects. Therefore, I ask that the public gallery be cleared and the broadcasting equipment be switched off.
